Update to latest USS modeller

A few weeks ago we published the outline methodology for institutions to arrive at a suitable discount rate to be used in the calculation of the USS deficit recovery liability required under FRS102. Further to the various emails and calls we've since received from colleagues, the FRG has now updated the latest Modeller for 16/17 (31st July). As with the previous modeller, we've kept it as simple as possible and so no discount rates have been added to start with, but the instructions should be easy to follow for you to adapt it for your HEI's purposes.
