HMRC new PESM application tool

HMRC have issued a new tool “Apply for a Partial Exemption Special Method”.  This appears to act as a checklist to work through when applying for a Partial Exemption Special Method, enabling you to upload documents.  You access it using a code that is sent to your email address. 

(Appendix 2 of Notice 706, says that to apply for Partial exemption special method (PESM) you need to use only one of these options,...the online service or send an email to: PESMcovid19@hmrc.gov.uk)

It sets out (with links to various supporting documents):

  • What you need to upload
  • What to include in your proposal document
  • Links to information on apportionment methods and sectors
  • Reminders, such as showing the allocation between sectors, why your current method is not fair and reasonable, whether you are proposing a PESM under a Partial Exemption Framework (this includes a link to the HEI framework that BUFDG has negotiated with HMRC), whether the business has plans to change its main activities’ whether you want a combined business/non-business PESM, when you want the partial exemption tax year to end, when you want your PESM to start, when you want to carry out your annual adjustment, definitions of terms which do not have their usual meaning or could be ambiguous , details of supplies made, supplies received and self-supplies
  • Worked example of the proposed PESM and what to include in it
  • Fair and reasonable declaration
  • Additional documents to help HMRC understand your proposal.
