Welcome to the September 2024 HEPA Digest.

Head of Procurement group meetings

Bookings are now open for our winter Head of Procurement group meetings which will take place in November and December.  Please do sign up via the links below:

A reminder that you can find the turnover of your HEP on the HESA website by searching ‘HE provider’ and referencing the ‘Total income’ field.

Contracting Authority status

This is a hot topic amongst the HEPA membership at the moment.  I wanted to draw your attention to a paper that Weightmans have shared with us which debates the topic for English and Welsh HEIs, including an overview of the advantages and disadvantages.  In addition to this, those considering their position may be interested to read the response that we have received from DESNZ regarding eligibility criteria for the Public Sector Decarbonisation Scheme.  Non Contracting Authorities can also find an update about access to Transforming Public Procurement digital tools here.

Events – procurement recruitment and procurement reform

On 1 October at mid-day we are excited to be holding a Time to Talk on the subject of Higher Education Procurement Recruitment Trends and Strategies.  You can find about more about the session here and sign up for your free place.

The Cabinet Office have released further Communities of Practice sessions for this month covering the subjects of exclusions and debarment.  You can find the relevant booking links on the HEPA website here.

Events – have your say!

We held a very useful round-table discussion on Pre Market Engagement (PME) earlier this week.  In the session, colleagues mentioned that they would like us to host a further series of round-table discussions covering topics, particularly related to the upcoming Procurement Act.  The aim of a round-table is to share knowledge, best practice and experiences on a specific topic.  Please do let me know what topics you would like this series to cover!

Round-up

  • The Cabinet Office have shared further Transforming Public Procurement guidance documents covering the subjects of contract modifications and electronic communications – you can download these resources, plus many more on gov.uk.
