Import Procedure Codes in CDS

BUFDG has been working with David Miller and Jack Atkins from The Customs People to prepare the attached table.  This outlines the Procedure Codes relevant to the H E sector for imports and exports when using the Customs Declaration Service (CDS).  CDS is cimpulsory for imports wef 1 October 2022.

This table will help members to identify the Procedure that should be used when import duty and/or VAT reliefs are being claimed in relation to, for example,  Temporary Imports, Returned Goods Relief, Inward and Outward Processing and when relief is being claimed for medical research or training.

The main changes to note are:

  • There are now 2 elements to a code: a Procedure Code and an Additional Procedure Code.  The table breaks these into 2 columns
  • However, many codes end up the same as in CHIEF.  For example, entry to free circulation has gone from CPC 40 00 000 to Procedure Code 40 00 plus Additional Code (which can vary) but which can be 000
  • For some codes such as "C" codes and "53" codes it will now be necessary to quote an extra Additional Procedure Code in order to get VAT relief (as some codes will only give Customs relief).  These extra codes are covered in the table - see F45/1RV 
  • Also for 53 codes, an additonal code called a GEN code may be requested by import agents - see the link in the header on page 7 for further information.

Please note that the codes for exports do not change until 1 April 2023.
